Study On The Fund Input Mechanism Of Tianjin Higher Education

The higher educational fund input mechanism in our country has reformed three times, namely, totally funded by government, partly funded by government and partly funded by educators and diversified-funding. Experienced the three stages, our country’s higher education fund input mechanism has been preliminarily established. In recent years, higher education career in our country has developed rapidly. As the colleges scale keeping expanding, much more money is needed than before, however the educational fund is insufficient. Tianjin, one of Chinese four municipalities, strongly desires an improved and thorough higher educational fund input mechanism, because talent shortage, which is contrary to the rapid economic development, severely hampers Tianjin economic development.The article is based on the theoretical analysis, comparative analysis and empirical analysis method. Firstly, this article proves that higher education has a huge simulative effect for Tianjin economic development by theoretical analysis and empirical analysis. Secondly, this article comparatively analyzes the total educational fund and per student expenditure level in Beijing, Shanghai, Tianjin and Chongqing, also including the higher educational fund input gap between local universities and central universities in Tianjin. Thirdly, based on Tianjin higher educational fund input level, this article analyzes the existing problems in detail, which found in Tianjin higher education fund inputting and outputting application. Furthermore, this article makes a performance evaluation on Tianjin higher educational funding output application by empirical analysis method, and a result comparative analysis is made. Finally, this article elaborates higher education input mechanism in western developed countries, and put forward the countermeasures on perfecting Tianjin higher educational fund input mechanism.In recent years, Tianjin government has increased input in higher education, but compared with other municipalities, the higher educational fund in Tianjin are lagging behind, and local universities fund is far less than the central universities. Meanwhile, the way of educational fund input is too rough and fund input effects lack of effective evaluation mechanism. So the government needs to increase investment. At the same time, adopting diversified ways of financing, allocating fund rationally and establishing performance evaluation system become the key to improve Tianjin higher educational fund input mechanism.
