Research Vietnam’s FDI Policy Problems

Since Vietnam joined the WTO in2007, scale of foreign direct investment (FDI) trend in Vietnam was increased. How to attract FDI became one of the most important policies in Vietnam’s reform and opening. In order to maintain the stable development of national economy, the Vietnamese government pays attention to the introduction of foreign captial as well as the improvement of foreign investment policy.China is one of Vietnam’s neighboring countries, the two countries in economy, culture, society, customs, lifestyles, consumer psychology, and political strutureare similar. In recent years the development of China’s economy is a miracle of the world. After joined in WTO, China’s FDI capital was at a precedented rate. Especially in21st century, FDI capital flow into China was more than US and became the largest foreign direct investment attraction country in the world. Overall, FDI increasing has become a very important part of China economy.At present, Vietnam has many problems in using foreign direct investment, for example industrial structure of the foreign direct investment and the local distribution are not reasonable; FDI has certain negative influence to national economic security; the environmental pollution question is serious and so on. The emergent problem Vietnam needs to resolve is not how to allure FDI as many as possible, but how to improve the quality of FDI. As a country with great capital flow both in and out, China’s FDI policy is worth for learning. There are two points in adjusting Vietnam’s FDI policy:first, to contruct uniform FDI policy system, establish fairer, better environment for foreign investment and the consummate the legal laws and regulations; second, to attach importance to the guidance and the management to FDI, strengthen the industrial guidance and the local guidance of the FDI policy, comprehensively improves the quality of using foreign capital.An innovation point is the researching aspect of this paper. This paper used the demonstration method to compare the basic principles, law systems and the main content, then conclude the points lying in China’s FDI policy which is worth learning from, and analyze the problem existing in our country and give the concerning policy suggestions.This paper consists of following six parts:The first part introduces the research background and the research significance; The second part analyze the role of FDI and its influence factor; The third part is the current situation of Vietnam’s attract FDI and existing problems; The fourth part is the comparison about attracting FDI’s policy between Vietnam and China; The fifth part introduces the primary experiences that Vietnam need to learn from China; The sixth part is a brief conclusion.
