Enterprise development strategy is the general arrangement for the enterprise management and assurance for its survival and development. Scientific and reasonable strategy has significance to an enterprise long-term development.With the deepening of economic and social reform in the Midwest of China, the age of development is coming. Especially economic booming in the Midwest, city construction and the lay-out formulation and implement of the national economy development, such as the construction of Zhengzhou air harbor, bring a significant strategy development chance to the middle west civil aviation industry. To fully take the advantage of this chance, considering the enterprise’s own situation, how to make a reasonable tactic becomes an important topic to the Henan airlines and any other middle west airlines companies.Regards to this background and the significance of the research, this thesis makes a comprehensive statement,elaboration and draw a conclusion on this topic. Moreover, it analyzes the advantage and disadvantage, opportunities and crisis which Henan airlines may face from its current policy, finance and technical environment, build PEST-SWOT Strategic combination matrix and propose Henan Airlines "258"development strategy.After researching the successful experience of the international and domestic airlines company which is famous for low-cost running, combined with the influence that information technology and internet brings to the traditional industries, Henan Airlines "258"development strategy are designed as follows generally:a.Attract customers by some characteristic low price flights; b.Make profit from airline logistic, travel, cabin e-commerce service and some other services rather than from tickets income; c.By the implementation of optimizing company structure and service system, talent team construction and information technology updating, Henan airlines complete the crossing from local market,domestic market to international market by15years continuous effort and become a famous business entity and responsible corporate citizen who has dominate position in the filed of international civil regional aviation.
