Human resource is the first resource of the enterprise, and it is also the basis ofenterprises’ core competitiveness.A complete,efficient human resources managementsystem can make the allocation and utilization of the enterprise’s human resourcesmost reasonable.Because it can help fully mobilize the enthusiasm and creation of allthe employees,at the same time,it can help the enterprise keep its vitality in a beststate,and finally it can also lead to a sustained,rapid and healthy development of anenterprise.The information communication of state-owned enterprises, for many yearsselected "the world500strong enterprises", is the communication of informationindustry and network maintenance talents. And this enterprise has experienced severaltimes of reform. However, it has always insisted on the reform, Especially attentionhuman resources reform,so it can be regarded as the operators and networkmaintenance talents of the information communication industry. With the highlyincreasing development of the market economy and the globalization, industycompetition homogenization trend more and more obvious, and at the same time, theimportance of human resources management in the management and development ofthe enterprise is becoming more and more prominent. in order to give full scope tothe talents,the purpose of use,making the best use of all of the Staff members iscrucial to the construction of a good human resources management system based onthe post value.A Telecom company named A is regarded as the research object in my thesis.With the help of interviews, questionnaires and other methods. starting from therepresentation of the problem, I will take a try to make analysis of some problemson human resource management such as the skills mismatch, salary incentivemechanism, the staff members’ narrow channel of their occupation development, theunscientific way of post performance appraisal and the Joining between theeducational training system and human resources management that Atelecommunications company having been facing.Through in-depth analysis, thereasons of this problems are because of the fact that the company does not carry outthe post value management or post of company value management is not in place dueto. Then, aiming at these existent problems, on the basis of the post value optimization of company human resource management system, I have made some research andexploration in my thesis. Once again, I will figure out the guarantee measures ofhuman resources management system implementation of the proposed optimizationfrom several aspects. Finally, the optimized implementation will be summarized andthe prospect of human resource management system based on value of post. In orderto realize the optimization of human resources management system in A telecomcompany, so as to effectively stimulate the enthusiasm of the employees, so that eachposition within the company’s value to obtain the full display, to support enterprises todevelop faster and better.
