Research On Strategic Models Of Small And Medium-Sized Private Enterprises Entering Electric Power Industry

With the development of our national economy,"36Non-public Economy" was launched to deregulate market access of natural monopoly industries. Private capital is encouraged, supported and guided to enter the state-owned monopoly industries. In order to build the socialist economic system with Chinese characteristics, in the Third Plenary Session of the eighteen, it is emphasized once again to maintain the dominance of public economy and allow diverse economies to coexist. As an important part of the socialist market economy, non-public economy has the same important position as public economy in economic construction. With the rapid growth of our economy, public economy, non-public economy and the mixed economy have become the three kinds of main economies. The national GDP contribution of the non-public economy has exceeded more than60%, which especially make the employment rate rise to80%.Non-public economy with small and medium-sized private enterprises (SMPEs) as the mainstay, which has become the backbone force to promote rapid growth of our national economy and smooth social development, has made an indelible contribution for China’s economy and transformed China into the second largest economy in the world.Under the economic environment with the public ownership remaining dominant and diverse forms of ownership developing side by side, it is an inevitable trend for small and medium-sized private enterprises to enter the electric power industry is viewed as a natural monopoly. Only by combining the actual situation of the enterprises, choosing appropriate field to enter and finding a suitable development strategy and operation mode according to the enterprise own characteristic can SMPEs get a good development in the ongoing or future unpredictable power industry reform. Most of the attention is focused on how SMPEs can enter electric power industry in China. Therefore, it is particularly important for SMPEs to make the right decision of choosing the suitable entering strategy.This thesis combines not only theories and case analysis but also the method spreading over a whole area from one point. Based on previous theoretic academic achievement about power industry, power industry reform and SMPEs theories, the article deeply analyses the characteristics of power industry, power industry reform mode at home and abroad, and SMPEs’situation and problems in the development of power industry reform. Meanwhile, several entry strategic modes are summarized. And then combining with the successful case of B company, the thesis researches how SMPEs use suitable entry strategic mode effectively enter industry field with own advantages to participate in market competition and demonstrates the effectiveness of the strategic mode(the industrialization of scientific and technological achievements). The article finally proposed that it is significant for SMPs to choose appropriate fields to enter and enhance the adaptability of policy environment changing. The industrialization of scientific and technological achievements is proved to be the best strategic mode for SMPEs to enter domestic electric power industry. Specifically, with the policy environment that national electric power industry supports innovation, SMPEs should grasp the historical opportunity and take advantage of their flexible mechanism to get technology projects by technological innovation, promote the transformation scientific and technological achievements, realize large-scale popularization and application and gradually form the industrial development pattern, which forms a sharp contrast with state-owned power enterprises following the prescribed order and lacking of technology innovation. As power industry reform is deepened constantly, SMPEs enter electric power industry through industrialization of science and technological achievements with practical value to reflect economic benefits and social benefits, which cater national innovation strategy that supports technology innovation and speed up the industrialization of scientific and technological achievements. It also complies with the industrial development trend of intelligence and information to make special contribution for state power system to speed up the construction of smart grid in China.
