A Study On Governmental Regulatory Reform In Natural Monopoly Industry

The problem of natural monopoly industry regulatory reform is always one of the most active subjects for researching in industry economics field, which is a hot question of the present China's economic system of reform too. Since the seventies of the 20th century, the western countries have raised a gigantic and vigorous regulation to reform the movement in the natural monopoly fields, demanding to introduce competition mechanism in the field of natural monopoly industry. Since establishing China United Telecommunication Corporation Ltd. in 1994, the reform prelude which China has drawn back in such traditional natural monopoly industries as telecommunications, etc...At the present, China regulatory reform of natural monopoly industry still stays in separating government function from enterprise management and also breaking the pattern of original country monopolizing. It is only formal competition in form, and to the most central question which is really not solved in the regulatory reform: What will be regulation, who regulate, who will be regulated, who regulate the regulator.".This text takes this as the background, setting out by two threads of theory and practice, analyze the reason of industry's relaxed regulation in natural monopoly and make some countermeasures. At first, with the progress of the natural monopoly theory, people have some new thinking about natural monopoly and it's industry, and new understanding of differentiation between the natural monopoly industry and competitiveness industry, and to divide the affair of natural monopoly or non-natural monopoly in industry of natural monopoly. Secondly, for governmental regulation does not work, the progress of regulatory theory and regulatory reform unripe, we need go on thinking the already existing regulation again; Combining the practice of the regulatory reform of western developed country and the reality of China's regulatory reform, it is necessary to restudy the industry's government's regulatory reform of natural monopoly, thinking relaxed regulation and regulation again must go on in step in industry's regulatory reform of natural monopoly.
