| In recent years, there have been sharp fluctuations in energy prices, and energy will be an important bottleneck for economic development in the future. As a clean energy, which is in line with environmental protection in today's world, natural gas industry has been developed very quickly in most developed countries. Natural gas industry is a natural monopoly industry, and the western developed countries have gone through a great deal of regulatory reform in order to improve the efficiency and to enhance the welfare of society as a whole. China's economy has been developed very quickly in recent years, so the energy is essential for sustainable development of China's economy. The development of natural gas industry in China is lagging behind, and the government unscientific regulation is one of the important reasons. Therefore, the natural gas industry regulatory reform is particularly urgent in China. In this paper, I will explore this issue further and propos several pieces of reform advice, which has a strong practical significance.First of all, the paper introduces the development process of regulation theory which belongs to the theory of industrial organization. I will give regulatory reform proposals of China's natural gas industry, based on the deep study of the theory of regulation and combined with China's actual conditions. Subsequently, the paper introduces the economic and technological features of natural gas industry, including network, vertical integration of natural gas enterprises, cost precipitation and cost sub-additivity. Then, I analyze the regulatory status of gas industry in our country, from the views of regulatory laws, regulatory bodies, access regulation, price regulation and so on.Secondly, the paper introduces the of gas industry in the developed Western countries, including the United States, the United Kingdom, other parts of the European Union and Russia, and sumes up experiences and lessons of regulatory reform in these countries and regions, in order to give some inspiration for the regulatory reform of natural gas industry in China.Finally, this paper gives the regulatory reform proposals of natural gas industry in China from aspects of natural gas industry production, pipeline transportation and marketing, such as competition mechanism of the operating permit, price-cap pricing mechanisms and so on. In order to protect the relevant regulatory reform policies being implemented effectively, we should establish an independent natural gas bills and government regulation agencies, which has a clear responsibilities to achieve the separation of government and enterprises. We should progressively realize the change from economic regulation to social regulation. |
