In recent years, the e-commerce industry in China has sustained a remarkable growth, in sync with the rapid development of internet and the accelerated popularization of intelligent mobile phones. A large number of small and micro enterprises are actively engaged in e-commerce, establishing their start-up businesses by utilizing third-party platforms developed by professional e-commerce companies.Currently, small and microenterprises in China adopted unaptly the existing enterprise performance appraisal guidelines used by small and medium enterprises in the country. However, the enterprise performance appraisal system for the small and micro businesses based on third-party platforms is different not only from that of well established companies, but also from that of the ordinary non-third-party-platform user small and micro companies. This system has to consider not only the factors like the micro scales of the businesses themselves, but also the restrictive factors arising from the third-party platforms. It, therefore, requires its own unique style and methodology to carry out the enterprise performance appraisal for the small and micro businesses.This thesis, first of all, introduces theories and methodologies on performance appraisal; conducts theoretical analysis and summarizes relevant theories on the subject of performance appraisal; thus laying the foundation for further research in this field. Secondly, it provides a definition of small and micro enterprises; analyzes the influencing factors of the performance appraisal; establishes a tetralogy framework of enterprise environment, enterprise resources, enterprise strategy and entrepreneur; supports the performance appraisal system with practical evidences. The synthesis of relevant theories and experiments of the thesis contributes to the creation of an integrated capability index system for small and micro enterprises using third party platforms. Following the principles and the design brainstorm of the index system, the thesis establishes a trilogy framework of environment, resources, and strategy.At the top of the index system is the collectivity level which aggregates the overall developmental status and effectiveness of the small and micro start-up businesses. The situation level disaggregates the performance appraisal into three sub systems of environment, resources, and strategy; reflecting comprehensive status respectively. Position level further divides each sub systems. Index level occupies the bottom of the index system, depicting the scale of the situation level in terms of quantity, intensity, and degree of change.Once the indices are determined, the values of the index system can be finalized through the following three steps. First, by means of efficacy quotiety, which transforms indices with different dimensions to the relative numerical vale; and transforms the indices original values to the indices appraisal values. Second, determine the percentage of each index by AHP using level analysis method. Finally integrate every index value by increasing the percentage of the indices. Ultimately, the start-up business performance appraisal for small and micro enterprises is confirmed.This paper discusses in depth the factors have great influence on the third party platform of entrepreneurship and small micro enterprise business performance, and provides venture evaluation system and method detail, according to the entrepreneurial performance theory to the field of electronic commerce, especially launches the research status of the third party platform level relatively less attention, enriches the research results of the e-commerce, small micro entrepreneurial performance.
