The rapid growth of the global economy, each industry in order to gain a place in the world and seize the initiative, resulting in the international competition is intensifying. Knowledge spillovers in industrial agglomeration process increasingly prominent role. Knowledge as a kind of production factor input, which is increasingly intensifying the relationship with the knowledge spillovers and knowledge spillover was accompanied by the production of knowledge and gradually generated. The gather of any one country or region, the regional economic growth and innovation are inseparable from this important concept of knowledge spillovers. Knowledge spillovers mainly make use of knowledge absorption, digestion and innovation to change production patterns and structures, constantly updated technology to achieve the increase of corporate wealth and improve of competitiveness.This article focuses on the subject.of high-tech industrial clusters, exploring the question that is about the phenomenon of high-tech industrial clusters in knowledge spillovers. The following article is a study of the specific ideas:First, it reviews the domestic and foreign scholars on the high-tech industry cluster knowledge spillovers’research conclusions and summarizes, and then analyzes the effects of the measure and knowledge spillovers. Second, it elaborates knowledge spillovers connotation, analyzes the characteristics of knowledge spillovers. Meanwhile it investigates the factors that affect knowledge spillovers, the implementation model of knowledge spillovers and knowledge spillovers’ mechanism analysis in the interactive process of high-tech industrial cluster. Fourth, it builds high-tech industrial clusters’ knowledge spillovers model and makes use of C-D production function model to confirm the economic implications of several explanatory variables as well as the variables being explained and examine the relationship between the various explanatory variables. This article is the use of regression methods to analyze the correlation between variables linked. Fifth, it utilizes the relevant data to make empirical analysis for each variable.
