With the deterioration of resources and environment problems, more and more attention has been paid to energy conservation and environment protection. In this sense, Green Supply Chain (GSC) management which encompasses both economic benefits and environment protection, has become a highly social core issue. Enterprises with GSC management are not only environment-friendly, but also can generate economic benefits for themselves, both contributing to the sustainable development of our society and economy. A great economic transformation is now taking place in China, where dozens of social and economic issues still exist, such as the limitation of traditional corporate environment concept, the imperfection of government system, and the limitation of traditional supply chain management, all leading to the shortage of Assets Accounting System and market mechanism. As a result, the initial cost of corporate GSC management can result in short-term input-output imbalance, which further leads to their underdevelopment in GSC. In this case, governmental incentive policies on GSC management becomes particularly necessary. There are mainly two concerns:first, how to evaluate the effectiveness of governmental incentive policies; second, how to optimize governmental resource allocation. Based on the previous experience and research results, this paper is going to analyze these two issues from a qualitative and quantitative point of view, with what is already known in benefit evaluation of governmental incentive policies and discuss how to optimize its resource allocation. The research content are mainly as follows:First, it introduces the background of GSC theory and its related meaning. This part mainly focuses on its management architecture theory, analyzes the differences between GSC and the traditional supply chain, and summerizes the current situation of China’s government policy and corporate environmental strategies.Second, it gives an overall introduction of the establishment of evaluation index system and some related contents. Also, it analyzes in detail the government’s various incentive policies as well as their contents and significance. Then it proposes an evaluation index system of governmental incentive policies on GSC.Third, it delves into some effectiveness appraisal issues concerning governmental incentive policies on GSC by means of Cross Evaluation based on Data Envelopment Analysis, and Fuzzy Comprehensive Evaluation. Also, it analyzes the research data from part of Zhejiang enterprises and adopts Empirical Analysis on model evaluation.Last but not least, it analyzes the resource allocation of governmental investment in incentive policies by adopting Combination of Fusion (CFA). The data enables this paper to further analyze how to optimize resource allocation under different incentive policies with fixed governmental total input, so as to come up with constructive resource allocation plans. The research findings can serve as a reference for optimizing allocation resources in governmental incentive policies on GSC. |
