Research On Urban Infastructure And Enhangcement Of Human Capital

Since the reform and opening up, China’s urbanization rate to an annual average of1%increase in the level of urbanization to2013, China has reached53.27percent, urbanization achieved remarkable success. But at the same rapid development of urbanization has deviated from the people-oriented direction, in the blind pursuit of land urbanization process had neglected population urbanization, resulting in the production of services and service levels failed to equal living increase alienation. Urbanization should always be around people-oriented, urban residents need is help to improve its own human capital levels and living standards of the new urbanization. However, there is new urbanization of promoting China still rely on public investment, then how the amount and structure of government investment in order to effectively promote the new urbanization, improve urban level of human capital in order to achieve true population urbanization is an issue paper attempts to explore.In this paper, under the background of new urbanization, human capital theory, the perspective of urban public infrastructure investment from the government building, explore their city to enhance the level of human capital mechanisms of action. By the estimation of urban human capital and build the index system of urban infrastructure evaluation found that levels of human capital and the city’s infrastructure has shown a steady upward trend in the sample in this article selected among the study cities based on the geographic location into the eastern city, central city, after the western city found that the level of human capital and urban infrastructure level showing a decreasing trend from east to west, the higher the higher the level of urban infrastructure level of human capital areas.In order to make a more convincing argument of this article, I use2003-2011, China’s281prefecture-level cities of the data, namely the use of static and dynamic GMM panel regression regression verification role in promoting urban infrastructure of human capital and further according to the city different infrastructure to enhance the role of human capital approaches to urban infrastructure into "soft" and "hard" to compare the two systems were verified. The empirical results show that urban infrastructure to enhance the role of human capital levels significantly, the urban infrastructure is divided into the "soft" and "hard" two systems was found to enhance the role of "hard" systems of human capital level is greater than "soft" system to enhance the role of human capital.
