Research On Construction And Operation Of Financing Guarantee Rescue Fund

In recent years, with advocation of government at all levels and promotion by market, China’s financing guarantee industry have presented kinds of phenomena-gradually optimizing in development environment, significantly increasing in registered capital, constantly expanding in scale of operation, which play a key role in easing financing difficulties of SMEs and reducing credit risk of banks. But in the rapid progress of financial globalization rapid at the same time, the illegal credit guarantee business sank into serious dislocation, such as making sham capital contributions or surreptitiously withdrawing contributed capital, embezzling the deposits of clients and taking and lending deposits inregularly. As a result, bankruptcy risk events of guarantee agencies occurred frequently causing industry earthquake, which has a great influence on the social economy and life. This is drawing attentions of government supervision departments and social institutions and individuals to how to take effective measures to ensure the stability of the guarantee industry again.At present, guarantee institutions withdrawal mechanism exists system defects, lack of corresponding market quit secure mechanism. The literature research also just from the aspect of how to strengthen government supervision of administrative withdrawal mechanism. In order to guarantee industry risk prevention and crisis management, ensure the guarantee agencies to withdraw from the market smoothly and inhibit the occurrence and spread of the system of industry risk, it has important theory research signification and utility value to research the construction and operation of rescue fund and the corresponding countermeasures on the level of assistance. This paper combines the method of theoretical research and case analysis to research construction and operation of Financing Guarantee Rescue Fund of China.On the theoretical side, firstly thesis puts forward the significance of the establishment of the financing guarantee rescue fund on aspects of support effects of guarantee industry for small and medium-sized enterprises, guarantee institutions constant crisis event and need of improving guarantee industry withdrawal mechanism. One is to urge the guarantee agencies to strengthen risk control and establish an effective internal control system; two is to stabilize the market confidence, preventing transfer and diffusion of risk; the three is to perfect the industry withdrawal mechanism, realizing both market dominance and administrative dominance. Then, through general descriptions of domestic and international relevant rescue fund system and analogical analysis between Securities Investor Protection Fund and Insurance Protection Fund, the thesis find out characteristics and differences between them and propose our country financing guarantee rescue fund construction from aspects of sources of funds, way in raising capital, management and rescue process, considering China’s guarantee industry development. So the framework of guarantee rescue fund system is basically confirmed.On the empirical side, this paper builds the index system which measures the degree of risk from the quality of combination, risk management, financial strength, capital operation and capital adequacy according to the characteristics of China’s financing guarantee industry so as to construct a risk classification model of guarantee agencies. And then select Liaoning province financing guarantee institutions as analysis object to obtain the range of rescue fund financing scale which takes risk level into consideration using risk classification model.Finally, based on the previous theoretical analysis and empirical test results, the thesis puts forward reasonable suggestions from three sides, the practitioners, the guarantee agencies and the local government, in accordance with current development situation of the financing guarantee industry in China.
