Low-carbon economy and energy saving have been paied more and more attention, governments, companies and the public publicize the importance of energy saving all the time. In2009, the report from International Energy Agency said that about25%of the global CO2emissions come from transportation, but scientific and comprehensive location of distribution center can effectively reduce the carbon emissions of transport.This paper analyzed the function and energy consumption of distribution center, summed up the general characteristics of the distribution center location problem and explained the characteristics of the distribution center location problem with vehicle routing problem under low-carbon economy that were factors being considered in the model. This paper analyzed the sources of energy consumption in the distribution process in detail, put the weight of the vehicle itself into account and established an energy consumption model of distribution finally. Thus, we can calculate the distribution costs on the basis of energy consumption.On the basis of the energy consumption model of distribution, this paper established VRP model and LRP model with low-carbon economy and analyzed the solution thoughts of LRP model. To the problem of multiple distribution centers location, firstly follow the principle of capacity to meet the demand, turn the uncertain multiple distribution centers location problem into several VRP problems with certain multiple distribution centers, according to the boundary distribution method, assigned the customer to the proper distribution center, then the VRP problems with certain multi-distribution center will become VRP problems with single certain distribution center. This paper designed a tabu search algorithm to solve it. Finally, the model is demonstrated by an example and solved it by using MATLAB software. By analyzing the results, this paper found the changes in the distribution route and vehicle type preference. In consideration of the weight of vehicle itself and customer service time window, the shortest distance may not be the optimal delivery route, delivery vehicles prefer smaller for distribution tasks.
