With the development of world economic integration, the competition between multinational enterprises becomes fierce. As the first step of production and sales, procurement has attracted more and more attention of people. How to reduce the procurement cost of enterprise, optimize the procurement scheme and resource allocation, which has a great significance to enhance the market competitiveness of enterprise is. However the complexity market competition environment that makes the enterprise procurement face many uncertainty factors and it hides the relevant procurement risks. Therefore, on the basis of identifying and analyzing all possible risks of each link to optimize procurement scheme is very important to improve the efficiency of purchasing and ensure the smoothly purchasing. What is more, this is also the conception and research emphasis of the thesis.This thesis firstly studies the theory of procurement management, including the content and mode of procurement management under the condition of supply chain; Secondly, discusses the importance and methods of risk management and scheme optimization design in the procurement management; Thirdly, establishes the cyclic research thought of procurement management "purchasing risk management-scheme optimization design-scheme feedback" aiming at the lowest cost.Procurement risk often accompanies by purchasing process, affecting the completion of purchasing. Risk management as an important part of procurement management has attached attention of senior members of enterprise. This thesis puts forward four steps of procurement risk management, including risk identification, risk analysis, risk evaluation and risk control based on the theory of procurement management. First of all, through the steps of risk identification and analysis the possible risks and characteristics of each link; then, using fuzzy comprehensive evaluation method to assess each link; finally, according to the results of fuzzy comprehensive evaluation proposes risk control measures.Procurement scheme as an important part of purchasing process directs the carrying out of procurement activities. The quality of optimization design affects the procurement risk and cost, what is more, it also determines the level of procurement management. Based on the procurement risk management, first the linear programming model aiming at optimal cost has been established by using the principle of the procurement optimization model; then combining with the mathematical expression, the parameters calibration method of the model also has been given; finally the solving steps with the aid of MATLAB has been described.This thesis takes risk management in purchasing of J Company as an example, on the basis of risk identification and analysis the process in actual purchasing, constructs the procurement risk evaluation model from internal staff, suppliers and external factors and assesses the risks by fuzzy comprehensive evaluation method. According to the results of risk evaluation, the risk control measures has been proposed from the aspects of purchasing risk prone, risk sources and risk features.On this basis, taking purchasing Connectors products as an example, the procurement optimization model has been constructed from the sides of order purchasing cost, transportation cost and time cost based on the lowest cost of and solves, finally, the scheme optimization design has been got. Compared with the original procurement scheme, the advantages of new scheme have been testified. Except that, the sensitivity analysis of influence factors have been carried out for the optimization scheme.
