The new rural cooperative medical system was from our basic national conditions. It is a major measure to solve the problem of many farmers to see a doctor, and It is very helpful to improve the health of farmers, and even help them out of poverty. By the end of2013,2,489counties (cities, districts) had carried out a new type of rural cooperative medical care system, the new rural cooperative medical participation rate of99.0%; January-September total new rural cooperative medical fund expenditures of206.7billion yuan.Government intervention is a fundamental difference between the new rural cooperative medical cared and the old, and It take into account the principles of fairness and efficiency. Although for years, but due to design flaws and more complex systems, the effect of the implementation of the system is still not ideal.Based on empirical investigation Huangchuan County, Henan Province, the paper will to evaluate and suggest improvements. Firstly, combing the relevant literature, the paper will focuse on the theory and evaluation framework induction of foreign medical insurance, and find out the advantage. Secondly, the paper will conbaine the advanced theory and evaluation system and other areas of exploration NCMS actual analysis, to try to establish a framework and methodology for evaluation of the new rural cooperative medical system. Thirdly, according to the design of the evaluation framework and methodology, combined with survey data Huangchuan County, respectively, from the willingness to participate in the new rural cooperative medical care, reimbursement, payment will and ability to pay Huangchuan County implemented the new rural cooperative medical system status evaluate and make recommendations for the problems.
