With the deepening of the reform, the people’s bank of China started thecontradiction between requirements and personnel quality is uneven gradually emerge.How to strengthen the base line of human resources evaluation, improve the utilizationefficiency of human resources, promote grass-roots central bank effectively takes office,be a strong practical significance.At first, this paper emphatically expounds the foreign parts of financialorganizations, the practice of the central bank, at the same time to the present domesticacademic circles about the different versions of grassroots central bank performanceevaluation shall be summarized, and draw what they in favor of the point of view.Secondly, introduce the nature of the people’s bank of China, grassroots bank’sdefinition, grassroots central bank organization, the current performance evaluationsystem, etc., according to the particularity of the central bank work at the grassrootslevel through questionnaires and other methods to analyze the problems existing in thecurrent performance evaluation system:(1) the understanding of evaluation is not clear;(2) the performance evaluation index design is not science;(3) the performanceappraisal methods lack of rationality;(4) performance communication is ignored;(5)the performance evaluation results have not been effective feedback;(6) the assessmentresults were not used effectively.Finally, through the literature research and survey research methods, such as partsof the financial organization, the central bank, civil servants, commercial Banks,andanalyzed the experience of practice and evaluation, in terms of the scheme on the basisof merit, to build up suitable for grassroots central bank HD branch clerks work reality,strong operability of grassroots central bank clerks in performance appraisal system,thus further promote grass-roots central bank clerks team scientific management level,enhances the working efficiency of the grassroots central bank HD branch of theorganization, so as to better serve the local economic and financial.
