Research On Credit Evaluation System Of Water Transportation Construction Enterprises

The social credit system is an important institutional arrangement of market economic systems. Establishing and improving the credit evaluation system of waterborne transportation industry is an important content of social credit system. Credit is the basis for the healthy development of market economy. Our country has initially established a socialist market economic system at present. But the market credit system construction lags behind and the market credit is seriously lack. It has become an important restriction factor for development of market economy in our country. From the point of water transportation construction market, it attaches most importance to exposure of enterprise dishonest behaviors in the current credit regulations. It lacks of perfect market credit evaluation system. The long-term mechanism of credit evaluation has yet to be established in waterborne transportation industry.Water transportation construction enterprise is one of important participants in water transportation construction market. By establishing a sound credit evaluation system to reward excellence and punish inferior in water transportation construction enterprises, it can effectively promote self-discipline, form the effective market discipline mechanism, realizes the market main body evolution, and promote formation of the healthy and orderly market competition order in waterborne transportation industry.The credit evaluation system of water transportation construction enterprises in China is mainly investigated in the paper. First, the status quo of credit evaluation system in waterborne construction market is presented. The existing problems in the evaluation works are analyzed in detail. Secondly, the evaluation index system is proposed for water transportation construction enterprises from three aspects of the bidding, the performance and other credit behavior. The participated enterprises are divided into five grades of AA, A, B, C, D by the method of cumulative deduction method. The credit rating of enterprises is evaluated, reported and published by the provincial and national levels regularly. Finally, some useful suggestions are given to ensure the smooth implementation of the proposed credit evaluation system, such as strengthening the institutional construction, building a unified credit evaluation system from the ministry of transport level, speeding up the construction of two-stage credit information platform and so on.
