| Since the Third Plenary Session of the eighteen Committee of the Communist Party of China, the socialist market economy has developed continuously, and the process of industrialization, urbanization and urban-rural integration have sped up, meanwhile, the agricultural modernization management has been further strengthened by the policies, and the rural land circulation as well as the agricultural scale management has become a development trend. Thus, rural labor force is bound to get a new round of release and transfer. For Gansu Province, which is underdeveloped in western regions, guiding the transformation of rural labor force is the need of the reality of social conditions, and the effective development of urban and rural society and economy. In view of this, this paper mainly discusses the following aspects:(1) By reviewing the foreign and domestic (Gansu) overviews of rural labor theory and literature studies, the author traced the origins and development of theories to explain the research situation of rural labor force in China, especially in rural areas of Gansu Province.(2) The article divides the research scope by the method of literature summarization, which is to define the related concepts of rural labor force transfer. On this basis, the article makes the historical review of the current situation of rural labor transfer in China since it was founded, As a result, the article can make a clear grasp and understanding of the reality development of rural labor force.(3) Focusing on the statistical analysis of the education and the transfer of rural labor employment in Gansu Province in nearly decades, the article gives an objective statement of its change characteristics and finds out the reasons that they appears, so as to make the forecast of the development trend in the future.(4) According to the changing characteristics, reasons and the development trend of the rural labor’s culture degree and employment transfer in Gansu Province, the article makes some suggestions to promote the rural labor transfer in Gansu.Finally, the paper studies obtained some conclusions.First of all, in terms of educational level of rural labor Gansu:Gansu cultural level of the rural labor force as a whole will continue to rise slowly over an extended period, educational level of the hierarchy in a short time cannot be fundamentally changed. However, the overall educational level of rural labor Gansu future development trend is well.Policy, economic and other support to promote a huge force;Secondly, the Gansu transfer of rural labor employment:Gansu transfer of rural labor force still exist "two low" factors seriously,disorganized transfer of employment, less planning, rights of vulnerable;Transfer of labor vocational training is not good enough;Internal structure of human resources in rural areas is inconsistent;Household Registration difficult to get rid of the shackles and so on.To this end, the paper gives some suggestions:The first one is reforming the household registration system and promoting the urban-rural integration. The next one is expanding the transfer areas and speeding up the pace of transfer, mainly including strengthen the breadth and depth of agriculture development, vigorously develop the township enterprises, and cultivate the third industry. Moreover, it should strengthen the basic education investment and improve the labor’s scientific and cultural qualities. Furthermore, it should pay attention to vocational training and improve the labor’s skills. And the last one is improving the social security system and strengthening the protection of the legitimate rights and interests. |
