A comprehensive analysis that three different stages of the company upgrading to EPC (Engineering, Procurement and Construction) contractor is made. According to different project management model, management status and characteristics of project development stage, existing problems of different project management stage are identified. Based on the further survey on the core role of project group management in Iraq’s oil project management and the real condition of Iraq’s oil organization and management in the first stage of surface engineering construction project, project management theory is applied to improve the management level and work efficiency of Iraq’s oil project management in the second stage, and to make up the shortcomings of project management.The main contents of this paper are listed as below,1) Construct general manager, deputy general manager and the relevant department managers as the senior project management office (PMO) to be responsible for the corporate strategic decisions.2) Establish project company level PMO and oilfield project ministerial PMO to make the oilfield project decision, control and coordination.3) Adjust the company-level functions and improve its functions, to further optimize the communication and coordination procedures between departments and make all areas of project management with the corresponding competent authorities. The competent authorities can comprehensively supervise, guide, coordinate and service the project on the technology and resources.4) According to the management difficulty and characteristics of large projects, Iraq’s oil project company is proposed to establish. In the project company, in order to make the functional departments more specialized and distinguished from small project organization which commonly is matrix type, the function of project management department is strengthened. At the same time, the project personnel’s profession and institutionalization are combined together. Project department can dynamically allocate personnel labor, making the whole project management organization not only has the professional advantage, also has the flexibility. 5) Regenerate project key working process to make project management more standardized, orderly and efficient.6) Create a PMIS information platform to make the stakeholders, including project department, contractor and company, realize information sharing to accelerate information processing speed and improve work efficiency and quality.Practice has proved that by adjusting its project organization and management structure, improving project department duties, remodeling project core management process and establishing PMIS information platform, a better solution to the shortage of project management is proposed to improve the management level. These results not only improve the current project management status, but also provide a theoretical basis and practical reference for future similar project management.
