With the rapid development of society and economy, building energyconsumption will take an increasing ratio of social energy consumption. Buildingenergy consumption accounts for a large proportion of public buildings. Publicbuilding is the focus of building energy efficiency, for its high energy consumption,low efficiency, energy-saving potential features. It’s an important issue before us todevelop reasonable incentive policies to promote the work of building energy efficientfrom public buildings.Currently, public is energy-consciousness, lacking of energy-saving initiativeunder the existing market mechanisms. There are a variety of energy-saving buildingphenomena of market failure, such as asymmetric information, externality, energyprice distortion, market financing barrier, low market efficiency. Since theimplementation of incentive is low cost and the effect is notable, therefore establishincentive system is inevitable choice to solve market failures and achieve energytargets of public buildings.Energy-efficiency systems for energy management of public building are set upcurrently. Energy-efficiency of our public building is confronted with many barriers.In a comprehensive combing our existing incentives policies, the article analysis thebarriers of our existing incentives policies of public buildings.By analyzing the characteristic of public building energy-related subjects, Thearticle constructs game between governments and developers. It also analysis thestrategic choice of saving subjects. It designs economic incentives policies combinedwith the characteristics of our energy consumption in public buildings. Finally, inconnection with three typical public buildings:state organ office buildings, public buildings and commercial public buildings, it analysis the behavioral characteristics ofowners and proposes three typical incentives of public buildings. Utilizingimprovement of related measures to solve the status of slow public building energywork in our country.
