Research On Incentive Policy For Energy Efficiency Reconstruction In Large Public Buildings

Currently, economic and social development of China is speeding, but behindhigh development are high energy consumption and high pollution. In the future,along with the further development of urbanization and the improvement of people’sliving standard, the building energy consumption will be the first one among thethree kinds of energy consumption, how to improve energy efficiency, energy savingand emission reduction will be set before us as an important issue.The energy conservation of the building is a complex engineering system, andcannot be promoted in a wide range. Large public architecture has the big advantagesof high density of energy consumption, energy saving potential, from large publicbuilding, energy saving transformation has quick effect, demonstrative effect is great,is the first choice of implementation of the building energy transformation. Butcurrently the public lack of energy saving consciousness, there is a widespreadmisunderstanding of the existing building energy efficiency market, in addition,obstacles of the mechanism and system and energy saving transformation financialdifficulties, cause that it is hard to start construction energy-consideration market. Atthe same time, because of the energy conservation of the building itself,inherentlyexists the market failure, the externality and the redress of informationasymmetry is the key to the implementation of building energy efficiency.Incentive mechanism is the optimal solution to solve the market failure, and isalso the optimal choice to ruled out the currentlypractical market obstacle. Theenergy saving renovation incentive policy started more early in the developedcountries, and works well. All countries has established a special energymanagement institutions, developing the detailed planning and management scheme,special funds and the protection of the law guaranteethe practical implementation,and new energy also gets a promotion. The mechanism of system and managementmeasures in the developed countries are the precious experience which is worth ourusing for reference.Using practices in the developed countries for reference, at the end, this articledivides the large public building intostate organs,large-scale welfare public buildingsand commercial large-scale public buildings and respectively analyses each owner’sbehavior characteristic.From two aspects of mandatory administrative intervention policy and finance and tax incentive policy, for three kinds of large-scale publicbuildings, it puts forward corresponding policy recommendations. On energy savingtransformation activities of state organs, the article recommends that theconsumption of energy of the government innovation to submit an expense accountand reward mechanism, proposed the establishment of a specialized agencies andspecial funds, and a government agency energy saving appraisal activities; Fornon-profit large-scale public buildings, this article mainly analyses the energyconsumption of campuses with character, hospitalswhich confront the transformationdifficulty and stationswith expansiveapplication prospect of new energy, and putsforward measures in classification; For commercial large-scale public buildings, thepaper puts forward to diversifing financial support, speeding up the implementationof the Energy Management Contracting, and implementing step energy prices.Finally, combined with the above policy suggestions,the paper analyses thepolicy application of large public building energy efficiency reconstruction inChongqing, and puts forward to countermeasures for improvement.
