The subsidy type farm implements in Xinjiang Production and Construction Corps (XPCC) failed toestablish scientific evaluation index system and lack of risk assessment in the process of bidding. To solvethese problems, this paper established a scientific evaluation index system, and conducted a biddingevaluation and risk assessment. This system could be beneficial for the implementation of allowance policyfor purchasing agricultural machinery. The main conclusions are as follows:(1)The75horsepower (HP) four-wheel drive tractors from Regiment149were taken as the biddingevaluation samples. According to the basic principle established in the index system, the biddingevaluation index system and risk assessment index system were built. The bidding evaluation index systemconsisted of6first grade indexes and20second grade indexes; the risk assessment index system contained5first grade indexes and15second grade indexes.(2)The analytic hierarchy process (AHP) was used to calculate the weights of the bidding evaluationindex system and risk assessment index system of the75horsepower four-wheel drive tractors. The resultsshowed that the service performance and economy in first grade indexes had a great efficiency in thebidding evaluation index system while the technical parameter, human performance, service and reputationdegree had little effect. The adaptability, whole aircraft reliability and price were the key factors in thesecond grade indexes. In the assessment index system, the technical risk was the most important index.(3)The VIKOR method was applied to three different75HP four-wheel drive tractors in the evaluationexample analysis. The results showed that the VIKOR method was fair and effective, thus the evaluationresults were as the same as that of the tractor users. Based on the D-S evidence theory, a risk assessmentwas conducted in the process of bidding evaluation. According to risks that each factor faced, the rankingresults were technical risk, product performance risk, ability risk, cooperation risk and requirement riskrespectively. The technical risk was in serious degree and more likely to be at higher risk.
