Port and shipping are essential to the process of national economy and socialdevelopment. The port, as a basic and leading industry of national economy in a localplace it locates, provides with support and guarantee to other industries. It is also ahighly social-associated industry that it generates big influence on hinterland economyand social progress inside the range of its mechanism, while hinterland economicprosperity paves ways for port development.Shipping, nevertheless, is a symbol of healthy and stable development of nationaleconomy. It plays a crucial part in both foreign trading and national security bysafeguarding the business autonomy rights and economic trade development, as well asby enhancing the local products’ international market competence. The development ofshipping industry is closely associated with the development of ship c industry, portindustry, steel industry, etc. As a result, it takes an advanced role, with growingimportance, in a country’s economy development.China has been processing the biggest-ever port system reform since2001. Theadministration rights of Guangzhou port was thus allocated to Guangzhou City due to"A Separation of Enterprise from Administration". A new administration system, whichhas been positively promoting the important function of urban construction and socialdevelopment, was formed ever since, enhancing the general competitiveness ofGuangzhou city. According to the established policies, i.e."A Separation of Enterprisefrom Administration" and "One Administrative Organ to One Port", Guangzhou PortAffair Bureau and Guangzhou Port Group were separately founded in2004in order todeepen the port management system reform guided by CPC and to re-organize a newport management system that allows “Integration of Port and Shipping Management”. Anew page of Guangzhou Port’s development starts, followed by a Nansha New DistrictDevelopment Strategy, during which period of time the Guangzhou Deepwater Port hasbeen accelerated designed and constructed. Guangzhou Port has become one of theworld’s biggest ports with continual expansion of production scale, product ability andcargo throughput in a10-year period of time.Although Guangzhou Part has been giving good performance on port infrastructureconstruction, port facility renewal, custom clearance effectiveness as well as on the collecting and dispatching system in recent years and thus has positive influence on theeconomy development of Guangzhou and even that of the South China, problems andconflictions have been constantly detected in the process of management reform due tothe specialty of Guangzhou Port’s history left-over, the large scale of administrativeregion and the long sea channel.This dissertation provides a way to discuss both the theory of Quasi Public GoodSupply and the practice of administration system reform, on the basis of which ananalysis is unfolded to study the existing problems of port and shipping managementsystem of Guangzhou Port. It points out that the fundamental cause to port coordinationflaws, competition homogenization, imperfect competition mechanism and port marketsupervision insufficiency, is the absence of port management system and the dislocationof government management functions. Furthermore, a discussion of whether thecoordinating authority between Guangzhou Port and the Port Custom is definite andmeasurable or not, lead us to the key point of view that the combination of obligations,rights and benefits is urged in the gradual reform of port administration system.Theory of Quasi Public Good Supply and China’s port administration systemreform are both introduced in this dissertation. The writer approaches to thecoordinating affairs between Guangzhou Port and the Port Custom by quoting the powerallocation principle of Quasi Public Good Supply and then argues suggestions toGuangzhou port and shipping management system reform, such as:1. To organize a "Guangzhou shipping and Port Management Bureau" tocoordinate and to supervise the port administration business such as clearancemanagement in order to guarantee the "Just, Fair and Open" of the clearance procedure;2. To improve the Guangzhou Port market supervision and management system, aswell as to rationalize the duty relations of port management department and clearancedepartment, so that the transformation of government functions can be speed up, whilethe market supervision and management be strengthened;3. To enhance coordinating competence and speech rights of port and shippingadministrative department on the usage of the rear port land, so that new reform policiesare introduced in a new era of port economy development and social development.
