With the implementation of the “going out” strategy advanced by the State Council in 1999, Chinese enterprises, especially large central state-owned enterprises,have witnessed rapid development in the scale of China’s foreign contracted projects over the past 15 years. But at the same time, in contrast to international contractors from developed countries in Europe and the Americas, the low economic benefits achieved by Chinese enterprises engaged in foreign contracted projects has become an indisputable fact. After examining multiple reasons for this, tax issues can be identified as a major factor.The tax planning of SH Company’s foreign contracted projects in southern African countries is a practical issue with important practical implications. It relates to the overlapping of multiple countries’ tax law institutions, differences in the social environment of taxation, different project characteristics, etc. These factors affect the determination and double taxation tax status of SH company, with the final result being the subjection of enterprises to an unreasonable tax burden. It is of great practical value to improve the economic and social benefits gained by SH company. This paper studies the tax issues of projects in southern Africa and the tax environment and tax issues encountered in the implementation of engineering projects by SH Company.Studies on this subject cannot be confined only to the feasibility of theoretical arguments about tax planning programs; solid demonstration must be combined with the company’s data on management and financial statements in order to be persuasive. In the course of the study conducted in this paper, the methods employed include literature review, comparative analysis of practices and case studies, as well as behavioral analysis.In this paper, the tax-related issues in the implementation of SH Company’s projects in southern Africa are the object of study. The principles and practices of international taxation are explained through presentations so that readers can have a clear understanding of the tax system and the major taxes involved in engineering projects in southern Africa. Based on case studies of the tax environment and tax payment issues of the engineering projects, conclusions are reached in the following two areas:(1) It provides a clear direction for the proper handling of tax-related matters in the implementation of engineering projects in Southern Africa by SH Company in the future, which it will be clear to people that they are in line with international tax principles and practices, and it will help people to understand the common problems in engineering taxation and be aware of the basis of taxation;(2) Through the tax planning cases, a targeted summary of the prevailing methods of tax planning for the projects in southern Africa is made, presenting lessons learned about contacting local accounting firms and tax consulting firms as well as how to avoid double taxation and the application of tax incentives aimed at reducing the overall tax burden on companies and the optimization of the company’s cash flow. Ultimately, this will maximize the company’s economic interests while seeking to enable SH Company’s managers at all levels to recognize the importance of tax planning in the international project implementation process, thereby enhancing the company’s core competitiveness in the international engineering contracting market.The study of tax planning in this paper is based on the background of SH Company’s engineering projects in southern Africa, but its planning ideas and actual operation may also serve as a reference for other foreign engineering contracting companies in southern Africa.
