Comprehensive Planning And Realization Of Urbanization Development In Southern Of Xinjiang Corps

Because of its special mission and special function,the urbanization of the XPCC is quite different from that of other places,So we can't just follow the existing urbanization model.However,due to the constraints of natural conditions,geographical location and economic development level,the urbanization of southern Xinjiang of XPCC is slower.Urbanization not only promotes the future social and economic development of the XPCC,but also serves as an important carrier to gather population industries,strengthen ethnic unity and improve people's livelihood.It is also an important fortress to realize social stability in Xinjiang.Xinjiang is a game of chess.Southern of Xinjiang is the "key of chess".At the present stage,the XPCC's urban layout presents an obvious "strong north and weak south" situation,it is difficult to adapt to the new period of stability and the social and economic development requirements,therefore strengthening the construction of urbanization in southern of Xinjiang corps,It is of great significance to realize the balanced regional development of social economy of the XPCC,promote the adjustment of economic structure and transformation of development mode in southern of Xinjiang,fulfill the duties and missions of the XPCC,give play to the special role of the XPCC,and realize social stability and lasting peace and stability of Xinjiang.The first points of this paper.It also reviews relevant literatures at home and abroad,and points out the differences between this paper and existing studies from the aspects of research objects.The second chapter expounds the basic ideas of sustainable development theory and urban planning theory,as well as the connotation of the concepts of characteristic urbanization and urban planning,and defines the research scope of urbanization in the southern Xinjiang of XPCC,laying a theoretical foundation for the whole paper.The third chapter analyzes the development history and current situation of urbanization in southern Xinjiang of XPCC,and expounds the restrictive factors of urbanization development in southern Xinjiang of XPCC from the perspectives of population,resources,environment and economy.The fourth chapter using the characteristics of the evaluation index system of urbanization,population urbanization from urbanization,social,economic and urbanization,the ecological urbanization from four aspects of southern Xinjiang four characteristics of "combining the division," city urbanization development level,the evaluation of single and on the basis of the measure of the comprehensive evaluation results of each city,for the southern Xinjiang corps characteristic of urbanization development of function orientation to provide the basis.Fifth chapter using multiple this paper are as follows :(1)As the southern Xinjiang towns of the XPCC shoulder special missions and special functions,they must follow the path of characteristic urbanization development.(2)According to the resources endowment,geography location,economic development differences and comprehensive evaluation results,the southern of XPCC the First Division,the Second Division,the Third Division,The 14 th Division,respectively,as political and cultural center & agricultural products processing town,ecological livable & logistics hub town,border trade type & ethnic tourism town town,dimensional stability to garrison town town fusion type & soldiers.(3)Construct the urban system of "division-city-key towns",The urban system of "division city towns--key towns" was constructed,and the development mode of "point and surface" was formed by giving priority to the development of the towns and key towns where the division headquarters were located.The city clusters around the tarim basin were formed by centering on Alar city of the first division,taking the three other division cities in southern Xinjiang of the XPCC as the fulcrum and relying on eight key cities.While developing themselves,the cooperation and joint development with local cities were intensified,so as to provide impetus for the development of the characteristic urbanization of southern Xinjiang of the XPCC.(4)Combined with the characteristics of the urbanization development path at home and abroad and the corps of Xinjiang's actual situation,put forward the "ethnic fusion,characteristic development,adjust measures to local conditions,overall planning,economic development and common progress" development ideas,and improve the urban management system,optimization of urban industrial layout,improve the infrastructure construction,pay attention to ecological environment protection,development of concrete measures such as strengthening the internal and external propaganda.
