With the current market environment’s changes, it has become the market consensus that "first-class enterprises sell standards, second-class enterprises selling brand, three rate enterprises sell products". Many leading enterprises will focus on the competition of standard as a kind of significant competition strategy, and by which to form their own core competitiveness difficult for others to imitate. The FH company, as a technology leading one, was trusted to set the industry standards by the National Commission of nonferrous industry.How to take the company human resources service or support the enterprises as the leading advantage, industry standards and technology even to ensure that the enterprise competitive advantage? The research of this paper, it is the objective foundation based on industry standard setting, to discuss FH’s human resources strategy based on industry standards.This paper is divided into six sections. The first chapter is the introduction part, focuses on the analysis of the research background and the significance of this study, and summarizes the research status of related fields, and from two aspects explains the innovation point of this article. The core concepts related to the second chapter of this paper were defined, and the core theory comprehensively elaborated. The third chapter of the industry standard setting under the strategy of human resources needs analysis, focuses on the business environment and new challenges of FH company under the development of industry standards, industry standards for FH, demonstrates the necessity and importance of long-term strategy, the preparation principle and requirement of industry standard "clear" zinc based material, on the basis of systematic study the industry standard for the development of human resources strategic demand company, provide sufficient basis for the scheme design of FH company human resource strategy choice and implementation. The fourth chapter further in FH company carries on the demand analysis of industry standard setting based on the human resources strategy, need to clear the current situation of human resource in current company how to formulate industry standards, and whether the requirements of matching, the establishment of the company HR strategy principle, and puts forward the strategic conception, system of FH company human resources. The fifth chapter discusses discussed based on industry standard formulation of the human resources strategy is clear, from the knowledge of people, educating people, keep the candidate with people, treat people and advocate the excellent enterprise culture in five aspects put forward specific measures. The last chapter summarizes the deficiency research based on the whole on certification, and the subsequent research is prospected and application.The industry standard setting means an advance in technology and products themselves. In order to maintain the leading position, it must have the corresponding human resources as the support. With the work of FH company to participate in industry standard deeply, in the aspect of strategic human resource management and implementation also emerged a more practical problem, and to such problems to further explore and make corrections, will further release of company human resource potential and finally enhance the core competitiveness of the company.
