Over the last 20 years, the concept of core competence has been paying more and more attention by business companies, and the theory of core competence has become one of the hot pot in the current business administration studies. The key human resources are the people who construct and develop core competence. So the thesis chooses the allocation of key human resources as the research object, and tries to launch the detailed argumentation how enterprise carry on it based on core competence.The thesis conducts the research by combining demonstration research with normative research, quantitative research with quantitative analysis. And the thesis comprehensively implements Enterprise Management Theory, Strategy Management Theory, Human Resources Management Theory, Organization Behavior Theory, AHP and Fuzzy Mathematical Theory.Based on the pre-studies of other scholars, firstly, the thesis analysises the concepts of core competence, key human resources and the allocation of human resource. Secondly, the thesis analysis the essential features of core competence and key human resources and the relationship between them which should be the principles to the allocation of key human resources. Thirdly, the thesis provides a model of optimum allocation of key human resources and chooses some key factors to analysis details, such as job analysis, human resource planning, database of key human resources, tested and assessed in key human resources, first time disposed and the dynamic allocation optimally, management by objectives. Finally, the thesis uses an approximation method to assess the influence of the key human resource allocation to core competence by quantitative research with quantitative analysis, and provides the corresponding countermeasure how enterprises can do a good job to the optimum allocation of key human resources.
