Research On The Current Situation And Strategy Of The Development Of Rural Collective Economy In The Poor Areas Of China

Rural collective economy as an important form of rural economy, is the inevitable requirement of building a new socialist countryside and which make our economy go forward in a rapid peace. To accelerate the development of the agricultural economy, strengthen rural development and increase farmers’ income has great significance.After three decades of reform and opening up, China’s rural collective economy has undergone great changes, to achieve the voluntary principle of mutual benefit, allocating production factors combining two distribution according to the work and the economy in the form of ownership. Therefore, developing rural collective economy, especially the development of the rural collective economy in poor areas to increase farmers’ income and promoting rural modernization and industrialization are of great significance. Development and growth of the rural collective economy in poor areas is no longer only related to economic development, it also relates to the development of state power and social stability. At present, China’s vast rural areas, especially in poor areas, the collective economy is shrinking, the accumulation of collective self-management and regulation are very fragile, which makes rural modernization, industrialization and development has been greatly affected, severely restricted the new socialist countryside construction and implementation of a well-off society, thus affecting social stability and harmony.In this paper, Yang County, in Huber Province is served as a case to analysis the article and which is divided into five chapters. The first chapter discusses the background of this study as well as the purpose and significance; the second chapter mainly talk about the form、function and role of the rural collective economy in poor areas so that we have a correct understanding of the situation; in the third chapter the Yang County is taken for an example to describe the current Yang new collective economy mainly household contract management, economic cooperation, joint-stock cooperative economic importance of the three main forms of realization as well as the rural collective economic income in the three aspects of the rural economy, infrastructure and social programs, and further analysis of the Yang County stylistic development of rural collective existence, such as the farmer is not strong, the management team is not highly qualified, grassroots management institutions are weak, inefficient use of land resources, strong dependence on policies, and low resource utilization and reasons; fourth Chapter exploration and study of long-term mechanism to promote Yang County rural collective economic stability rapid development, mainly from qualified personnel, policy support, financial and other aspects of capital investment, while the goal for the future of rural collective economy in poor areas to set and Looking, first described the condition of Yang County development of rural collective economy, the development of secondary and tertiary industries, leaders of the emerging grass-roots party organizations to enhance the ability to continuously revitalize the collective assets and resources;Secondly, Yang proposed the development of new rural collective economic strategies, such as the transfer of land to increase the focus on the development of competitive industries, changes in the production of ideas, the development of intensive agriculture, a variety of mechanisms compatible. The fifth chapter is the conclusion of the article including summarizing research and identifying gaps that exist. For example,to develop Yang County in Huber Province, we should identify the limiting factors that affect the collective economic development and fully integrate with the actual situation in rural areas.The most important is to take advantage of resources、investment、internal adjustment of industrial structure;besides、increase policy support of the introduction of high-quality and high-tech professionals and promote the view of sustainable development of rural collective economic.
