Study On Rural Poverty Alleviation And Development Of Three Mountains And One Beach Area In Henan Province

The problem of poverty is the human society is facing a major economic and social development, the eradication of poverty is an important prerequisite for economic development and social stability. Henan Sanshan a beach area is the traditional poverty population is concentrated area, research on the problem of poverty and the poverty problem in this area is of great significance to the modernization of Henan.This paper firstly summarized the domestic and foreign about the measurement of poverty, causes of poverty and anti poverty research results. Through empirical research, objective poverty status in Henan province introduced a beach area and the characteristics of poverty in sanshan. Based on the history and experience summary, summarizes Henan Sanshan a beach area poverty alleviation historical process and summarizing historical experience. And on the basis of data analysis, through the analysis of the natural conditions, policy conditions, economic conditions and cultural conditions to find a beach Henan Sanshan influence factors of poverty. Based on the analysis of Henan Sanshan one beach poverty problem, combined with the new ten year goal of poverty eradication, and puts forward some measures of poverty alleviation and development of Henan three a beach.In this paper, through the study found:the Dabie mountains although belonging to the mountains, the area of cultivated land is less, but because the water is rich in resources, which belongs to the agricultural area. The government invested in education by putting in a lot of financial resources, development, provide the minimum living guarantee for low income groups to support the Dabie mountains. Funiu Mountain area also belong to the mountains, the area of cultivated land is less, the agricultural benefit is low, although also belongs to the agricultural area of agricultural development, but the effect is not prominent. Compared with the average level of the province and other regions, Funiu Mountain Area government support minimum. Taihang Mountain area although the conditions for agricultural development is good, but because of the rich mineral resources area,agriculture is not the dominant industry. The area of its own financial condition is good, the government support is less than the average level of the province. The regional economic development mainly relies on energy, raw materials industry, economic structure imbalance, better economic benefits. Due to the development of non-agricultural industries, the regional financial and commercial development and lively atmosphere. The floodplain of the Yellow River due to water conditions better, the land is fertile, so good conditions for developing agriculture, belongs to the traditional rich area of Henan Province, the government support is smaller in the aspects of finance, education and social development. From the cultural condition, the floodplain of the Yellow River also belong to the traditional farming area, re education, light commercial,financial awarenesses not strong. Therefore,In this paper, suggestions for Henan Province in poverty alleviation and development process to fully consider regional differences between economy, policy, culture and natural conditions, that only because of policy can play a good effect of poverty alleviation.
