| The regional leading industry is the main motive of regional economic growth, it occupies a great proportion in the regional economic structure, and has good economic benefit, outstanding innovation, broad market prospects, strong relevance with the upstream and downstream industry and so on. Of course, on the choice of the leading industry, Chinese and foreign scholars have given a lot of theoretical and empirical studies and also made many achievements in the aspect of selection criteria and index system. Taking the Yangtze River Delta region as an example, this article analyses the selection of leading industries from the perspective of value chain, through the selection and cultivation of leading industries and using its stimulating effect to promote the development of the whole regional economy.Under the background of economic integration, Chinese eastern coastal is locked in the low-end of the global value chain, the industrial upgrading is curbed, and some scholars put forward to get rid of the phenomenon of poor growth by constructing the national value chain, and then undertake the industrial transfer using the Midwest resource advantage. In this context, this paper takes the Yangtze River Delta as an example, attempts to choose and focus on the development and cultivation of the leading industries of "two provinces and one city", so that it can be engaged in the high value added sectors, such as research, design, sale, service and so on, then we can transfer the manufacturing sectors to construct the national value chain which is based on the local enterprises, in order to drive the development of regional economy by upgrading the value chain of leading industrial and getting rid of the phenomenon of oppression.There are six indexes:the scale of the industry, industry association, the income elasticity of demand, technology progress (total factor productivity, TFP), the level of the global value chain and national value chain. It uses the statistical yearbook of province and city, the data of input-output table, and comprehensive evaluation method to choose the leading industry, and finally chooses six industries as the leading industry of Jiangsu Province, Zhejiang Province and Shanghai city.The technological innovation of the leading industry directly affects the development of the upstream and downstream industry, it promotes the regional economy by its correlation function. Although the leading industry is different in the different stages and regions, all of it needs technology, talent and the support of government. After the determination of the leading industries, this paper gives some suggestions to support the development of the leading industries, such as the connection between GVC and NVC, the technological innovation of leading industry, the introduction of talent, the government support of money and industry environment and so on. |
