Study On The Incentive Mechanism Of Green Affordable Housing

"The notice on the implementation of green building affordable housing action" which is promulgated by the Ministry of Housing and Urban-Rural Development clears that we should Maintain the safety of ecological, reduce carbon emissions and promote the development of green building industry by carrying out the standards of affordable housing green building. However, owing to it needs huge investment and long payback period. At the same time, it features low ROI and powerful economic externalities so that it develops slowly. This paper bases on the problems of domestic and foreign green building and affordable housing incentive, and takes some methods of literature research, empirical analysis, qualitative analysis and so on. Also this paper makes in-deep study on externatilies of the affordable housing and incentives. It provides a theoretical basis for government departments to develop incentives.Firstly, the current development status of affordable housing and green building to do a comprehensive analysis, pointing out the need for the development of green affordable housing; and the present situation of China’s green affordable housing to economic incentives and support policies to analyze, summarize, and pointed out that the presence of green affordable housing development is primarily three stages, namely the initial stage, development stage, mature stage. Because China’s green affordable housing is still in its infancy, so this thesis, the main problems existing in the primary stage of incentives.Secondly, the use of external theory of green affordable housing externalities analysis, combined with game theory and the theory of supply and demand analysis, focusing mainly involved in the construction of affordable housing green body (central government, local governments, developers, consumers) incentives and the mutual influence between the major incentives for analysis.Finally, at home and abroad to develop a more mature green building and green affordable housing incentives were analyzed and summarized results of the implementation of green affordable housing incentives countermeasures and suggestions in order to provide a reference for the government to develop a scientific and reasonable incentives for green affordable housing construction recommendations.
