The Research On The Inclusionary Mode For Affordable Housing Building

The availability of the housing for low income families in urban areas is an important people’s wellbeing, economic and political problem. Since the reform of urban housing system, the central government has issued a series of documents about ensuring and helping low income families enjoy their rights to housing. On the background of sharply growing housing price and more difficulties of low income families, according to the situation, the Communist Party and the central government decided to implement the construction of affordable housing projects, to construct36000000units of affordable housing during the12th five year plan. The construction of affordable housing project mainly adopts the intensive constructing mode. However, the locations of affordable housing are usually at remote areas which are lack of infrastructure. Furthermore, the fund and land are the two main shortages.Since2007, some cities began to build affordable housing among commercial housing—inclusionary mode—which may better solve the problem of fund and land in building affordable housing, and improve the living integration of groups with different incomes. However, there are still some problems in implementing inclusionary mode left to be solved, such as the lack of the theoretical background and relevant policies, weak follow-up operation and management.In order to solve the problems mentioned above and perfect the inclusionary mode, this paper takes the study samples of England, America and France to discuss inclusionary theory and inclusionary policies and follow-up operation, in order to perfect the inclusionary mode in our country.The suggestions in this paper of the improvement of the inclusionary mode include: Firstly, to enhance the fundamental theory research of the inclusionary mode including fundamental theory, experiences from other countries, experimental research in our country. Secondly, to accelerate the process of legislation about guaranteeing the low income families obtaining houses and popularizing the inclusionary mode. Turn the inclusionary mode into the inclusionary system and implement it all over the country. Thirdly, perfect the supporting policies of the inclusionary mode for affordable housing building in our country. On the base of the inclusionary system, make clear the criterion in selecting inclusionary projects, and specify the financial contributions on off-site development, and perfect the financial supporting policies. Last but not least, to enhance the operation and management of affordable housing in mixed communities.
