The practice of the world economic and social development shows that the integration of urban and rural development is a country road to success,which wants to promote the city construction and to solve the problem of "agriculture, countryside, farmer" problems.As the most basic element of producing and living, land is a prerequisite for a smooth transfer of other elements, and also should become the core content of the integration of urban and rural areas. The integration of urban and rural development reflected in land requires the establishment of a unified urban and rural construction land market,where in the guide of market mechanism,land factor realizes the free flowing between urban and rural areas, and finally achieves optimal allocation. The establishment of a unified construction land market is the urgent requirement of the integration of urban and rural development.For the implementation of urban and rural comprehensive reform, exploring the effective ways of urban and rural integration, and resolving the coexist contradiction between the bottleneck development of urban land resources use and low efficiency of rural residential land vacancy ",Chongqing city first launches the land ticket trade system. In the "three no"(no changing the nature of collective ownership of land, no changing the land use, and no harming the land contract interests of farmers) basis, exploring the balance system implemented citywide arable land, it sets up rural land exchange that directly causes the land ticket trade to unravel the veil.The land in ticket transaction mode mainly comes from three channels:voluntary exit homestead by urban migrant workers, the idle land for construction purposes by township enterprises which are shut down once upon a time,and the land by transformation of dilapidated house of countryside and the save of the construction of farmers’ s new countryside. Ticket transaction mode is meaningful: be conducive to the integration of urban and rural areas, conducive to give full play to market’s role in optimal allocation of land, conducive to the solution of the problem of resident income’s increasing, conducive to the realization of land’s multiple functions, advantageous to land’s effective protection and national food security’s safeguard, conducive to solve the employment problem of rural migrant farmers to return to country. Ticket transaction mode have many characteristics: farmers voluntary transfers of urban and rural construction land, farmers can obtain relatively high land revenue and it follows the principle of total arable land dynamic balance. There are many advantages in ticket transaction mode: broking the obstacles and constraints on the implementation of a small scale, introducing the market mechanism through the establishment of exchange and the government play a role from monopoly into just regulatory control. In the policy support as a background, to establish a unified urban and rural construction land market and promote ticket transaction mode is imperative.By comparing several construction land transfer modes which are all based on ideas of unified urban and rural construction land market, the paper points out that the land ticket trade is a more optimized, more unified system innovation. In addition, because the practice of land ticket transaction is still relatively short time, it has not just as one wishes in place.According to the target of the unified urban and rural construction land market, this paper puts forward some suggestions to land ticket trade.
