Agriculture is a matter of the basic industry of national economy, hold an unshakable role in the economic development, The agricultural problem is related to the long-term social stability. With the rapid development of economy, people’s income and the living standard has been greatly improved, the food will be more needed. Due to the lack of agricultural resources, the agricultural development remain stagnant and the improving of food production also suffered obstacles, with the rapid increment of population, food quantity and quality are not improved, which further affected the food security.The food is an important matter of agriculture, china as a big agricultural country, is also a country with a large population, food fluctuation will cause great impact on food security,even to the stability of chinese society, whether the economy can be sustainable developed has a decisive shake. The issue of food security is not only related to chinese their own safety, but also a matter event of the global stability and whether the world can be better developed. The food problem has long been the focus of academic research, so, this article will analysis while based on the existed research on the influence factors of food production.This article referring to the research achievements in domestic and foreign scholars,aimed at analysis the existed literature, draws the research issue, publishes the innovation of this paper. Then, by reviewing the output and demand chinesefood production situation and knowing the gap of chinese food, and researching from the impact on food production from farmers independent investment and agricultural labor force, the influence of natural factors on food production, agricultural tax reduction and so on the analysis is mauc. Finally, Decision the index;Farmers indepenuent investment I as capital investment, the first industry labor number L as labor input, the reference of existing literature index of natural factors, Hazard rate R, and whether the agricultural tax relief as policy factors, here are some innovation is in this paper, the policy factors as virtual variables, the key is to know the policy factors impact on food production and farmers autonomousinvestment. In this paper, the improved cobb-douglas production function econometric model, use Eviews software in China from 1985 to 2013, China’s grain production related data stationarity inspection first, and then to regression analysis.Regression analysis showed that The reduction of agricultural tax on food production have a great influence.Farmer investment and hazard rate is significant.The effect of agricultural labor on food production showed relatively large, but not through the significant test.For this result, labor transfer, through the element insteaded, or element convection, such as increased investment in other areas, therefore the effect of the agricultural labor force on food production is not significant, it fits the conclusion of Zhou Sijun’s research.Natural factors for effects of food production is significantly, showing a negative correlation, which is consistent with the economic significance, the hazard rate is a significant loss of food production, which is a stumbling block to increase food production, the influence of natural factors on food production is relatively large, so the relationship of natural factors and food production is negative, which is consistent with the economic significance.Parameter model by regression shows that labor force, farmer investment, agricultural tax reduction on food production is positive effect, while the effect of the agricultural labor force is not significant on food production, but also consistent with the economic meaning,in no technological innovation condition that the effect of labor force on food production is more significant,with the improving of agricultural technology in our country planting crops, the harvest of grain, which takes agricultural mechanization, so labor force is no longer the most important factor, therefore, the reason of the agricultural labor force which is not significant is probably that the factor replace the labor force, thus reducing the labor force in the process of food production effect.Farmer investment impact on food production was very significant, when the farmer investment increased by 1%, food production will increase 0.51, so it can be said that the effect of farmers’ investment on food production is large.In this paper, the policy factors for agricultural tax, the effect of agricultural tax reduction under 1% significant level on food production is significant, which is positive and is a great influence on the farmer investment, the food production has change more flexiblely.From economic definition, agricultural tax reduction for farmer investment should be a positive significant effect.The usual sense for countries to the agricultural policy, farmers have to actively take the initiative to comply with, and the reduction of agricultural tax will not only reduce the pressure of farmers, but also indirectly increase the income of farmers, and independent investment of farmers is the source of this part, because the effect of farmer investment on food production is more significant, reasoning, influence of agricultural tax reduction of food production is indirect, but is less than the farmer investment.Based on the process of select the variable index still not perfect, is directly used single variables to represent a combination of factors, natural factors I directly select disaster area as index, in fact on the nature factors and the climate, pests, soil and other factors, policy factors also have many, such as agricultural system, agricultural subsidies and so on, so this is the shortcomings of this paper. On the obtained test results, puts forward some suggestions:(1). China is a small and densely populated country, unreasonable distribution of land resources, In the factors of affecting food production, the effect of cultivated land area is the biggest, so we need to pay attention to this issue, therefore, suggested that the government still need to enlarge the sown area of food. And through improving the quality of farmland, also can improve the food production.(2). The nation through science and technology, this is a truth, on the conclusions of this paper, the influence of labor on food production was not significant, probably because it is technology instead of labor input. For the development of agricultural relies on technological innovation more and more, The increment of the chinese food production relies on technology innovation, through technical innovation to research the high quality varieties, to improve food production.(3) about policy, this article selects only the agricultural tax reduction to study the impact on food production. This paper is too one-sided to the study of the policy, there are many factors that can affect the food production,for example the government’s agricultural support, subsidies, improving the system all can affect the enthusiasm of farmers to grow food, the government can provide certain subsidies for agricultural structure adjustment, the farmers to buy high quality seed, for increasing food production.
