For Oolong Tea in Fujian province, the input and allocation of production factors weretwo key elements to affect its production efficiency. With the development of the economyand the coming of the "industry backs to agriculture" period, how to improve the productionefficiency of agriculture was becoming an important issue the government focuses on.Theoretically, Oolong tea industry belonged to agriculture category, so it had characteristicsof the seasonality and the regionality, et al, which directly lead to the imbalance amongfactors and the different production efficiencies. Moreover, it had the natural risk and marketrisk, which result in the inadequate input of outside capitals. Because of characteristics andrisks above and in order to development the Oolong tea industry, it would be significant toresearch the input situation of production factors and the production efficiency in Fujianprovince.Firstly, the course of foreign theoretical researches on the production efficiency and thetechnology progress rate was reviewed to study on the meaning of the production and theelasticity of factor's output. Then the current development state and existing problems of theOolong tea industry in Fujian province were analyzed by using for reference of the domesticsuccessful calculation about the production function and the factors contributions, whichwere applied to the agriculture and then extending to the tea industry. Thirdly, according tothe actual situation in Fujian, by applying the Eviews5tool in econometrics, a positiveanalysis was carried out on the input and output of every factor during the Oolong teaproduction in Fujian province, which would be a reference for the improvement of theproduction efficiency.The main results of this research were as follows: the science and technology progressrate of Fujian Oolong tea was higher than that of the whole country, the technologyundoubtedly played an important role in the production process; the increase or decrease oftea plantation area had large influence on the tea yield; Fujian Oolong tea was more sensitiveto the capital change than to the labor, and had more demand for it;the Oolong tea industryin Fujian showed an decrease in the scale merit. According to the results of the positiveanalysis above, the Oolong tea industry in Fujian would be developed firstly by relying mainly on the absorption of the capitals while making the improvement of the labor capacitysubsidiary to agglomerate the Oolong tea industry and promote the technological innovation;secondly by taking the advantage of geography to combine the spatial correlation betweenGuangdong province and Taiwan area to comprehend the allocation of factors; thirdly by theguide and the macro-control of government during the whole process.
