The concept of intensive, as originated from the land rent theory, was applied in the field of land management early. Mid-to-late in the last century, the theory introduced by the former Soviet Union and the east-European Countries during the transition of its social economy development, had been proved to be highly effective in promoting the national economy transiting to comprehensive intensive management at that time. So gradually the theory has become one of the important measures in the field of electric power, transportation industries to improve the management benefit and reduce the production cost and one of the important management measures, and has also achieved remarkable effects.Since the 1980s of 20th century, along with the rapid development of economic globalization, a wave of new public management reform has arisen in western developed countries. This bout of government management system reform movement focused on the introduction of market rules and business functions of government in order to reduce administrative costs and improve the efficiency of government management. Among them, the intensive management is an effective important measures to promote efficient government administrative.In order to carry out theoretical research and enhance the specific guiding significance better, with the concrete practice of Ningbo Customs as a case, utilizing the literature research, theoretical analysis, performance comparison method and so on, the paper analysis the motivation and existing problems in intensive management in Customs Auditing work, puts forward the implementation of intensive management approach and related improvement measures, to explore and gradually improve the application of intensive management model of Customs Auditing under the new situation. We believe that the use of intensive management will benefit Customs Auditing and also other government departments.
