Organizational Reform Of The Health Insurance Administration Of Jilin Province

Social medical insurance of Jilin province administration is by the human resources and Social Security Department of Jilin province direct management of public institutions, run business comprehensive management of the province’s medical, work injury and maternity insurance fund and related insurance. With the rapid development of China’s social insurance business, the original organization structure and personnel allocation, can not meet the needs of the job. Province Health Bureau workload increases day by day, the staff’s working pressure is increasingly heavy, revealed a lot of problems in the daily management work, eager to seek the way to solve. The problems include: the management function and management function of coexistence, overlapping functions, management personnel and the number of work do not match, the degree of specialization is not enough. The purpose of this paper is to analyze the organizational reform of social medical insurance of Jilin Province Administration, through the literature research method, comparative analysis method and interview method, management structure and the experience of domestic and foreign advanced organization of research, analysis of the various problems existing in Jilin Province Health Bureau, and for the organization structure of Province Health Bureau more scientific, the division of functions more reasonable, higher working efficiency, and puts forward the related solutions and suggestions, reconstruction of organization structure of Jilin Province health bureau. The main reference of foreign advanced experience of developed countries USA, Germany and Britain in the medical insurance management, mainly from Luoyang and Jiangyin’s domestic business security management mode, organization structure and function as well as Guangzhou, Beijing medical insurance management department. The author hopes that, through this research and analysis, can provide some reference suggestions for social medical insurance of Jilin Province Administration of future organization reform, make the organization structure of Jilin Province Health Bureau more scientific and professional.
