With the increasing of the order delivery request for user, manufacturing companies are facing with multi-projects conduct simultaneously and under the limited resources.however, in many cases, even the project invested more resources, but due to the chaotic project plan and the conflict of the resources allocation, it can’t cut short the time of delivery. It application the critical chain technology to multi-projects management that could cut short the time of delivery effectively, reduce the resource conflicts and the uncertainty of project implementation. Therefore, this paper studies how to introduce the critical chain technology to multi-project management under multi-resource constraint to plan and control the project progress, and rationally allocate and manage multi-resources.The paper apply critical chain technology to plan and control multi-projects schedule, that was based on the analysis the traditional project schedule planning methods, it find its shortcomings, it mainly solve the resource conflict problem between multi-projects. The paper was based on the resource in multi-project as the starting point,it established organization and management system that cater to resources dissertation of multi-project, and the symbiotic mechanism around resource conflict. The system and mechanism could promote the project to the management and utilization of resources. In the process of making project plan, The paper to assess the project priority by fuzzy evaluation and use earned value method in project to manage cost in the progress to make project plan. In the aspects of safety of progress control, firstly, it cut safe time; and then obtained reasonable buffer by calculating; at last, tracking and managing mechanism was established on the basis of project buffer and feeding buffer, it based on three aspects:chain of task completion buffer, the buffer consumption and cost consumption.This paper applies the theory and method to the boiler enterprise. Firstly, it used the traditional network planning method to plan multi-project schedule, it not only the construction period is long, but also resources conflict is serious, in order to solveresource conflict, this paper introduces the critical chain technology to arrangement multi-resources reasonable and make project plan, then contrast the present with the past;Second, it used the buffer report to monitoring the progress of the project; Finally, the paper summed up the factors that affecting the duration of the project from a macro point of view, the corresponding preventive measures was given, and the paper put forward the risk management mechanism.
