In recent years, the rural issues has been the focus of academia and governments, which is mainly related to rural urbanization, agricultural modernization, famers’ citizenship areas and so on, and the core and essence of solving the rural issues should be farmers public issues. From the development of the theory and experience of developed countries, the ideal state of social development is common interactive and coordinated development of "industrialization, urbanization, the farmer resident", but in the actual development process of our country, the development of each other with a lack of uncoordinated features, showing a distinctive chinese characteristics.In our country, what is the real “-tion or-ship” of urbanization-- Human Modernization. In urbanization, the process of modernization, in order to truly achieve modernization, must be unable to start leaving people.Since the implementation of the development strategy of China’s heavy industry, urban and rural areas has been in a state of division binary opposition, farmers, due to differences of the public interest in the identity behind the Household registration, should lead to citizenship is limited. And in recent years, maintaining the dual structure of the system is gradually being broken, there was a farmers do not want to give up the rural household,refused urbanization "counter-urbanization" phenomenon, the system restricts the background conditions of human development, the impact of the play to people’s subjectivity, in turn, affect the urban and rural areas from binary to unary ultimately hinder the completion of the historical process ofcomprehensive well-off society.The ultimate goal of Rural development from two turn one is the farmer resident, while the farmer resident ultimate purpose and meaning, not all of the rural population have migrated to the city, but want everyone, whether urban or rural residents enjoy to bring civilized modern city life.From the current results, the peasant community of mainly divided into three categories: migrant workers’ citizenship, "Changing Villages" "residents’ citizenship", Landless Farmers’ citizenship. Among them, migrant workers’ citizenship, which is caused by induced institutional change, is initiative urbanization. "Changing Villages" "residents’ citizenship" and Landless Farmers’ citizenship, triggered by passive urbanization, are mandatory government-led institutional change. The ultimate goal of three categories is to achieve citizenship, but in a very different way of institutional change."Changing Villages" "residents’ citizenship" and Landless Farmers’ citizenship belong to mandatory institutional change category, are a necessary step in the transformation of villages, but forewarned is forearmed, without prejudging the waste, take precautions should be more meaningful than to remedy the situation. Therefore, the paper studies the "Changing Villages" "residents’ citizenship" of the mandatory system changes caused by passive urbanization, the purpose is to better explore the material basis of human development and better citizenship.
