Performance appraisal is the key link of performance management, and is one of the core problems of human resource management. Through science evaluation method, performance standards and work target, it assesses employees’work duties completed situation, and will result feedbacks and communication. It can prompt employees fully aware their performance, improve their work, prompte personal career development, exert work enthusiasm and initiative, and guarantees enterprise ordered running of internal management mechanism. Middle managers are the backbone of enterprises and the valuable human resources. They play important roles. Therefore the establishment of performance appraisal index system of middle managers is the need of strategic human resource management, and becomes more and more important to achieve strategic goals and tasks.In order to construct SDHA middle management performance appraisal index system (hereinafter referred to as the index system), apply the index system to performance appraisal of middle managers, and achieve the organization’s strategic objectives, the study began with the related basic theory on construction of indicators to distinguish between the true meaning of performance and performance appraisal, and lay the foundation for constructing the index system. Then the index system research at home and abroad and situation of index system were analyzed, the problems and deficiencies in index system construction for middle managers were pointed out, and the objectives, principles and methods of the index system were proposed. Next, by using various performance appraisal methods and principles, expert assessment method and AHP, the index system was constructed, which studied and discussed the application of index system. After the implementation of index system, it was proved to be feasible and deserved to be popularized and applied in companies.In the process of constructing the index system of middle managers, the AHP was selected as the main method in this study, which stratified the evaluation index, constucted judge matrix based on expert assessment, and determined the index weight of various levels, To determine the index evaluation cycle, the index system removed the irrationality of a single test cycle. Using the performance formula for weighting, index scores and weights are consistent, so as to calculate the performance of middle managers in different periods, which can be applied in a variety of companies’ human resource activities, can play the incentive effect of performance appraisal system, and can ultimately help middle managers to achieve the organizational strategic objectives.
