The Study Of Rural Social Security In Poverty Areas Of Kunming

At present,most of China’s urban residents are included in the social security system,but the majority of minorities in poor rural areas, restricted by multiple factors such as history,finance, farmers’ basic social security coverage is narrow, the form of small, shallow, andthe realization of China’s global far from the goal of a well-off society. Explore the establishment of the region under the condition of social security standard system has far-reaching significance to promote social fairness and justice, narrowing the gap between urban and rural areas and the construction of socialist harmonious society.Based on the review of domestic literature, combining with the research scholars on the basis of social security model, in accordance with the "theoretical analysis-Review-Analysis of the status quo and problems- countermeasures and suggestions" approach,taking Xundian County of Kunming city as a case study on the social security standard system in poor areas of Kunming.First clear the realistic foundation of Xundian county social security,and analyze all kinds of social security policy implementation, from the level of protection coefficient, coefficient of sustainable development comprehensive evaluationof county level rural social security; and then combined with the actual County, Xundian County, as the county focus on the structure of set of mountains, poverty, ethnic frontier,as a whole, shortcomings and defects the standard system of social security; finally,according to the Third Plenary Session of the eighteen multi-level, sustainable social system policy guidance, combined with the level of poverty in Xundian County, deep poor economic foundation, shortage of funds, low cultural quality of peasants distinctive realistic factors,to adapt to the proposed establishment of the social security system of regional standard as the representative of the conditions in Xundian countermeasures and suggestions.Through the research, the social security in new period to be effective,can no longer follow the traditional"big unification" of the security model, to adhere to the principle of individuality, prominent regional differences, different level and different batches of the gradual implementation of the social security system, and actively explore the innovation to adapt to the specific conditions of the social security standard, in order to take into account the social security needs less in developed areas, the survival and development needscapital maintenance in specific populations.
