SMEs (Small and medium enterprises) are important forces in promoting China’s economic development and social progress. Since the reform and opening up, under the better economic environment and with policy support,the influence of SMEs in China has achieved rapid developing, private and individual enterprises, joint-stock cooperative enterprises and other forms of small and medium enterprises flourished. Under the background of social reform and economic restructuring, China’s small and medium enterprises in China’s national economy has become the most active part, play a decisive role in solving the employment, providing salaries to citizens, maintaining social stability.At present, compared with developed countries, the related theory of our government to support the development of SMEs is relatively lagging behind, especially in the United States subprime crisis triggered the global financial tsunami since, our national fiscal and monetary policy "double by the proactive fiscal policy and moderately loose monetary policy" to "active fiscal policy and prudent monetary policy", Wenzhou, Ordos and more financial chain broken, the country erupted the financing predicament of a new round of development, make itself difficult to small and medium enterprises suffer more severe challenges. Especially the shortage of funds, lack of personnel, loss is severe, the administration environment is not smooth and so on the related problems that can not be optimistic about the prospects for development of small and medium sized enterprises.In this paper, making government support policy for SMEs as the theoretical basis, taking SMEs lending crisis under financial crisis as the background,studing the case of Changsha SMEs surport measurement as an example. Analysing the problem encountered currently of government support for the development of SMEs.Refereced foreign good model.This paper may propose some preferential policies and measures to improve SME development, to further increase financial support for the development of SMEs, and promote the construction of ancillary services, such as providing suggestions for improving government support path to provide relevant countermeasures.
