Local Government Support Sme Development Policy Research

Nowadays, Small and Medium Enterprises(SMEs) have been a world problem in the world. Though the define and partition of SMEs are different in every countries all over the world, but whether they are in the developed countries or in the developing countries, SMEs are bringing into play unsubstituted action with particular advantages and bullheaded life, they are principal part power of the world economy developing, atrumps of retaining economy prospering and maintaining society stabilizability. However due to the matter of history and economy system and the restrict of SMEs owned conditions in China, SMEs especially civil-operating enterprises have been disregarded, even suppressed, while the corresponding support and enough attention have not been paid to SMEs. In fact, SMEs have been only regarded as playing the roles of gleaning or supplying the lack, solving the difficult problems, supporting finance income for the government, and the pressure of persisting development is increasing, so they starve for the support of governments.In this paper, the first, the author introduces the compartmentalization to SMEs in America, Japan, Germany and China, and the interrelated theories of SMEs' government supporting, include finance supporting theory, market- enhancement theory and SMEs' service theory, and discusses the necessity of SMEs' government supporting with the economics point of view. And then, the author analyses the relative policies of china and some market economy developed countries governments through the method of comparing study, The aim is that author mentions advices for domestic government supporting SMEs. To the local government, the emphases of supporting SMEs is that they should establish the service systems for SMEs. Finally, the author introduces the developing situations of SMEs in Weifang, analyses primary policies and existing problems of Weifang city government supporting, mentions the basic contents that the local governments establishing socialization service systems for SMEs, such as finance cooperating, public technology service,information construction, tutorship of carving out, legal aid and market exploitation.
