Housing asset is the most important asset in the family, it could generate lots of social and economical and psychological effect. During the process of housing reform in our country for the last three decade, a large group called the "sandwich class" appeared, their income couldn’t afford the housing in the market, while the criteria for affordable housing is not suitable for them. They also want to buy housing as the asset accumulation.In 2014, as department of housing construction claimed Beijing, Shanghai, Shenzhen, Chengdu, Huaian and Huangshi to be the plot project of shared ownership housing, these cities began to study and practice the shared ownership housing mode, which mainly covered the "sandwich class". The academic circle and the plot project cities have different definition of shared ownership housing. Considering that shared ownership housing’s relationship to the current affordable housing and commercial housing, we define shared ownership housing as the welfare commercial housing so that the welfare of low income group will not be harmed. Based on the asset welfare theory, we analyze the current basis of the development of shared ownership housing. We investigate and survey some shared ownership housing plot project cities, use the British shared ownership housing experience for reference, study the current problems in shared ownership housing plot project, include the shared mode, the access to housing supply system, property management, the participant, requirements for access, the price and the buy-back and rent issues in transaction. Based on the indices of pricing cost and effective elasticity of supply, we also divide the ploy project cities into some different parts and give suggestions to them. As for the A cities that have limited supply and surplus demand and high housing price, the government should commit policies to support them, such as build and transfer economically affordable housing and public rental housing into Shared ownership housing; As for the B,C and D cities or the cities that have healthy housing market, the government should take various kind of policies to transform shanty town, in this way the owner of the shanty town could afford the temporary housing. In this way the shared ownership housing plot project’s popularization could be more scientific.
