Capital Operation Research Of A "Urban Villages Renovation" Project

"Urban village" is a complex systematic project, involving multiple aspects of planning, removing, resettlement and construction, also relating to multi-stakeholder in society. The capital operation is the key point in the process of "urban village" transformation, which is the crucial factor to ensure that project constructs smoothly. In this paper, based on the capital operation theory as the starting point in the process of "urban village" renovation project, analyzing the capital operation mechanism of "urban village" renovation project, exploring and researching Chinese capital operation of "urban village" renovation project. Taking A city for an example, analyzes the operational flow of capital projects, building capital operation of "urban villages" renovation project in medium and small-sized cities, providing theoretical and practical basis for researching and transforming the "urban village" project.This paper argues that it is feasible for the medium and small-sized cities "urban village" with the semi-marketization mode of government-led. The financing channels of "urban village" renovation project is firstly given priority to developers’ own money, after the initial investment, post-construction phase can be financed by bank loans and trust or other ways of financing. In consideration of the special nature of "urban village" project, it’s necessary for making stringent measures and programs to deal with various venture of capital operation, which controls within reasonable limits and ensures smoothly in the process of finance, investment and operation. Meanwhile, this paper also emphasizes on the selection mode of operation but not have to sticking to the current model. It’s more should be based on field surveys of "urban village" and relying on scientific evaluation and selection mechanism to carry through model innovation.
