The Research On The Influence Between Government Procurement Of Public Service And The Development Of Guangxi NGOs

In the past, Chinese government always provided social public services as possible as they themselves could do, but in recent years, the topic of "Governments’Procurement of Social Organization’s Public Services (GPSOPS)" has become more and more fashionable. Promoting the government procurement services, as one model of social management mechanism innovation, mainly in order to break the monopoly of public sector in the provision of public services providing, encourage the participation of social forces, import the competition mechanism, so as to improve the quality and efficiency of public service providing. Currently, our Chinese governmental departments from all different levels do not stay at the level of arguing/discussing on if they "want" or "should" procure the social organizations’public service or not, but DO pay more attention to the issues of "how to procure the social organizations’public service" and "how to make the procurement of social organizations’public service more efficiency". As for the services providing part, the number of the Non-Governmental-Organizations (NGOs), Non-Profit-Organizations (NPOs) and other groups is soaring up. They are playing an increasingly important role in providing social services, responding to disasters, concerning on the vulnerable groups, etc., and even sometimes, these kinds of NGOs have much advantage on some aspects which the governmental departments cannot replace. Now the question is, "Could the advantage of NGO/NPOs’ meet the requirements of the government departments’procurement to provide the public services better?" What’s more, under the context of GPSOPS, what does the action impact the social organizations?Through this article, the author would like to analysis the current situation of GPSOPS in China, attempting to answer the above questions one by one, as well as elaborating the causes and the great significance of GPSOPS, exploring the influences of GPSOPS on NGOs, especially on NGOs’current development condition in Guangxi region, attempting to give some suggestions for Guangxi NGOs to develop better during the process of GPSOPS. In this paper, it aims for illustrating a feasible way which NGOs and NPOs involve in the public administration of the society, and it is also in order to provide theory foundation and practical evidence to promote to achieve social mechanism of Collaboration Public Management.
