Study On The Coupling Development Evaluation Of Hu BaoE Urban Agglomeration And Industrial Cluster

Hu BaoE urban agglomeration as the Inner Mongolia Autonomous Region’s most active economic zone, has made the rapid development and boost the overall economy to achieve steady growth, since 2000 Inner Mongolia established Hu BaoE as the core of urban agglomeration development strategy. In 2013, the GDP of Hu BaoE respectively reached 270.539 billion yuan, 342.475 billion yuan, 395.59 billion yuan, and the GDP of Hu BaoE urban agglomeration accounted for 59.9 percent of Inner Mongolia, which indicates HuBaoE plays a key role in enhancing economic strength of Inner Mongolia. However, the lack of interaction between HBE urban agglomerations and industrial clusters, makes the development of Hu BaoE lack stamina. So how to foster industrial clusters and urban development group and how to achieve the coupling, become a new topic of regional economic research.This paper, under the general idea of "Theoretical analysis- Status analysis- Model- An Empirical analysis- Countermeasure study", firstly discusses in detail about the theory of urban agglomerations coupling with industrial clusters, and analyses the development status of Hu BaoE urban agglomerations and industrial clusters, then builds two comprehensive evaluation index system of Hu BaoE urban agglomeration and industrial clusters. After using the analytic hierarchy process to determine the weight of each index, quantitatively analyse and evaluate the development level of Hu BaoE urban agglomerations coupling with five industry clusters by the coupling model, and finally propose countermeasures to promote the development of Hu Bao E urban agglomerations coupled with the industrial clusters.The main conclusions of the article: 2001-2012 coupling level is general, antagonistic period in coupling phase, and coupling coordination degree is in reconciling category, indicating that urban agglomerations and industrial clusters are accommodating mutually and evolving towards virtuosity gradually. Finally propose five coupling development countermeasures, including strengthening inter-governmental cooperation,accelerating regional economic integration,fostering the competitive industrial clusters, fostering innovation capability, building a reasonable layout of industrial clusters and industrial chain.
