County Of Jiangsu Province Farmland Ecological Value Compensation Quantitative And Countermeasures Research

Cultivated land as the most basic production factor of human existence, not only can provide the necessities for human survival and development like food or raw materials, but also can provide ecological and social value services for human. But the ecological service value of cultivated land is not recognized by society which leads to low comparative benefit of the cultivated land and cultivated land non-agricultural. By constructing ecological value compensation mechanism of cultivated land can further reduce and even prevent the behavior of construction taking up the cultivated land. Obviously, it will play an important role in protecting the cultivated land in China. County as our country’s actual management unit, is also the main body in responsible for protection of farmland. As unit to explore ecological value compensation mechanism of cultivated land can reflect the effect of unit, and put forward the countermeasures more maneuverability.Basing on the regional development theory, externality theory, public goods theory and ecological capital theory, the paper build an area of cultivated land ecological compensation framework from defining compensation principles, compensation for the interests of both sides, choice of compensation mode, calculation of compensation value and compensation strategies five aspects. It has been clear about the relationship between the rights and obligations of each related subject, behavior characteristics, quantitative method and compensation countermeasures system.This paper tries to use the equivalent factors and comprehensive measurement of the ecological footprint method with the 77 counties in Jiangsu province as the research object to quantify the farmland ecological value, combined with the ecological overload index and social economic coefficient correction eventually determine the results of all units at the county level of cultivated land ecological value compensation amount in Jiangsu province. Among them,26 counties (city, area) shall pay land ecological compensation,51 counties (city, area) shall obtain cultivated land ecological compensation. The former basically concentrated in small areas of the south region of Jiangsu province, middle and northern part of the municipal district, the latter mainly concentrated in the northern and middle region. Jiangsu province on the whole is in surplus which may obtain 2.972 billion yuan of farmland ecological value.The paper also builds the countermeasures from increase public awareness, perfecting laws and regulations, broaden the financing channels, establishing the platform of compensation etc. In addition, given the availability of the data, calculate system is relatively single, and lack of the method. In the future study, further cultivated land ecological system of multiple measures can be researched to make the calculated result more scientific and reasonable.
