Research On Green Poverty Path In Special Poverty-stricken Of Ningxia Liupan Mountain Area

Poverty is a social and economic phenomenon of a country or area in the development process faced. Since the reform and opening up, China’s focus on the eradication of poverty has introduced a number of benefited policies and measures, which enhances the poor areas’ development ability, promotes the living standards of farmers, the food and clothing problem is solved. Poverty alleviation and development has made remarkable achievements. But because of the upper limit of environmental carrying capacity, resource endowments and other conditions limiting, poor areas’ poverty alleviation and development work becomes extremely difficult task, green development is imminent.This paper will put the Ningxia Liupan Mountain Area’s (hereinafter referred to as "Liupan Area") green poverty way as the research object. On the basis of in-depth study on the Liupan Area current existed natural resources, which will propose the green development concept, so to promote the advantages and importance of ecological civilization construction. At the same time, starting from the analysis of the development-oriented poverty reduction and green poverty on the cognitive and practical differences, focused on carbon trading, ecological compensation, industry support and other pro-poor policies’ convergence integrated effect. This paper proposes should be to explored from:Deepen green government and institution building, establishing carbon trading mechanisms; Improve ecological compensation horizontal transfer payment system, building ecological resources market; Fostering carbon sequestration forestation and reforestation, strengthen the new energy and renewable energy development projects; Study the introduction of forest carbon skins mortgage policy, building carbon finance system; Explore carbon sequestration straw compensation mechanism, building industry raspberry economic cycle chain, which aims to open up the green path of poor poverty under the new format, in order to provide the factual basis for the Liupan Area sustainable and healthy development of economic society. And achieve the 2020 goals and tasks completed on schedule with the national well-off society.
