With the increasingly wide range and allocation of production factors free flow on the international economic platform, combined with science and technology have enhanced the productivity of a country, trade liberalization have become an irreversible trend of the times. However, as the antithesis of trade liberalization, trade protection seems to have been none really left the stage of international economic platform:from the early Mercantilist, and later the German Historical School, and eventually developed into the New Trade Protectionism Theory after World War II, trade protection theory has been "hidden" in various countries in the economic system. After the financial crisis of 2008, which originated in the U.S. and then swept the world, the world economy then transfers to the post-crisis era occasion smoothly, trade protectionism is becoming so obvious that has attacked China’s export enterprises and normal trade policy by using trade remedy measures and build protectionist barriers brazenly. Therefore, the study of foreign trade protectionism theory and its practice logic to find out the appropriate measures under the current free trade environment seems to be quite important and meaningful. From this sense, this article is trying to retrospect the emergence, the development, and the practice logic of trade protectionism, to find out the impact that European countries and United States’trade protection measures against China, so as to formulate policies to respond positively to protect China’s export industry’s safety, to promote a sustained and healthy development of China’s economy, and to maintain a good order for international trade.This paper is divided into five parts. The first part is an introduction. Mainly introduced the background, significance, research methods, the innovations and the shortage of this topic, at the same time, summarized the relevant academic research and defined several key concepts covered in this article. The second part is about the traceability of trade protectionism theory. Intensively found out the theoretical and practical basis of the illogical that trade protectionism has in the nowadays. The third part analyzed the reason why did trade protectionism come again after the financial crisis in 2008, evaluated the effect of the implementation of trade protectionism in Europe and America, and revealed the nature of trade protectionism policy. The fourth part concluded the impact of trade protection measures on China’s economy at the present stage by building several single-element models. The fifth part formulated both short and long term countermeasures against trade protectionism in the U.S. and the Europe, from the height of China development strategy.
